The United States has developed a very successful R&D system for agriculture. It is a system with shared cost/financing and performance by the federal and state governments and by the private sector. The paper presents an economic analysis of alternative organization, management, incentive, and funding mechanisms for agricultural research under budget constraints, including some emphasis on the kinds of benefits that are generated and the groups that receive them. We conclude that the private sector should be permitted to carry out research that it finds profitable to undertake with minimal competition from the public sector. Membership in the European Community (EC) for Greece, Spain, and Portugal may reduce trade between the United States and the EC in selected commodities; prospects for a North American Common Market are not bright; and the diversion of agricultural crops from export to fuel alcohol production would very likely increase, rather than reduce, balance-of-payment deficits for the United States and Brazil. The first meeting of the Consortium on Trade Research, established by the Economics and Statistics Service's International Economics Division and several universities, focused on and continues to analyze these and other global topics. |

This paper briefly outlines a topology of small farms and then considers the role of the government versus the market in key public policies such as commodity income support, environment, stability, research, and rural development. A number of options are explored for public policy to better serve small farms, including drastic alternatives such as graduated property taxes on farmland, with exemptions or lower rates for small farms. These and other alternatives are not necessarily recommended. Improved extension education and human resource development offer some of the most promising public policy opportunities to help small farmers. |

A bibliographic database of scientific papers published by authors affiliated to research institutions worldwide, especially focused in Europe and in the European Atlantic Area, and containing the keywords “microalga(e)” or “phytoplankton” was built. A corpus of 79,020 publications was obtained and analyzed using the Orbit Intellixir software to characterize the research trends related to microalgae markets, markets opportunities and technologies that could have important impacts on markets evolution.
